A performance audit by the New South Wales Auditor-General has found that while the Greyhound Welfare and Integrity Commission (GWIC) has strengthened its monitoring and enforcement in individual welfare cases, significant gaps remain in its strategic reporting, industry-wide compliance oversight, and case management efficiency.<\/p>\n\n\n\n

The audit assessed the effectiveness of GWIC\u2019s regulatory framework in protecting greyhound welfare across NSW, where wagering turnover on greyhound racing reached $2.8b in 2024\u201325 across a registered population of 16,225 dogs.<\/p>\n\n\n\n

While acknowledging GWIC’s improved tracking systems and population visibility, the report highlighted systemic operational weaknesses that risk compromising regulatory enforcement and long-term welfare outcomes.<\/p>\n\n\n\n

The report noted that while GWIC employs a structured risk-based approach to address individual compliance reports, it lacks proactive, industry-wide compliance programs.<\/p>\n\n\n\n

In 2024\u201325, GWIC conducted 496 inspections. However, the absence of broader, systematic inspection regimes across the sector limits the regulator\u2019s capacity to identify emerging welfare trends, foster voluntary compliance, or direct targeted intervention across the wider industry.<\/p>\n\n\n\n

The audit also found that GWIC has failed to clearly communicate its regulatory strategy or establish a comprehensive performance framework. Without clear metrics linking regulatory activities to tangible animal welfare metrics, the commission is unable to effectively demonstrate whether its initiatives are driving measurable improvements in greyhound health and safety.<\/p>\n\n\n\n

The audit revealed that administrative delays and inefficient case management have directly impacted disciplinary proceedings. Although GWIC has handed down significant penalties for severe welfare violations \u2013 including extended suspensions, disqualifications, and lifetime bans \u2013 procedural delays in several high-profile cases resulted in reduced penalties upon final adjudication.<\/p>\n\n\n\n

Additionally, the Auditor-General highlighted internal operational vulnerabilities, including gaps in documented procedures, inadequate staff training, and weak IT controls. These deficiencies increase the risk of procedural errors during investigations, potentially undermining subsequent legal enforcement and compromising regulatory data integrity.<\/p>\n\n\n\n

Recommendations for regulatory reform<\/strong><\/p>\n\n\n\n
